Since a new SR has been announced as being in "deep" development, how would YOU make the next Saints Row game?

For example, would you continue the story (how the fuck would that even be possible after 4?) or would you go full-blown reboot?

the obvious answer is they shouldn't make another one at all

Start the game with Shaundi waking you up and saying " Were you having that dream where we take over the universe again?" and set it after the events of 2.

Reboot it.
Leave behind the style of 3 and 4, return to 2
As well as being a standard gta clone, make it also a strategy game where you battle for territory and gang dominance
You can recruit notorious gangsters/criminals into the saints but some have conflict with each other meaning you have to carefully choose lieutenants as some will refuse or join other gangs depending on who's currently in the saints.
More focus on your crew members, think ME2 loyalty missions but instead of one mission it's a questline
