There is no easy definition outside of specific times and places because every single country that adopted fascism did so in a unique way. Italian fascism is not German fascism which is not Hungarian or Portuguese. Some people define it in terms of authoritarianism, militarism, hierarchism, or certain other economic and social policies among other things but that's a mistake since all of these things come in different forms and a country can adopt all of them to some degree and still not be fascist. This is why I don't take seriously anyone who talks about fascism without reference to a specific country or practice.

Seriously the facts are all out there, we can almost exactly determine if someone is considered white by looking at their DNA. In that sense, yes, it is a ‘biological fact’.
