The keeper has never been allowed to leave the line until the ball moves. The problem now is that it has never been enforced. By the letter of the law literally every penalty kick ever taken is void because enroachment isn't allowed and have you ever seen a kick without encroachment from other players? I haven't.

Get rid of penalties and just make fouls in the box count as direct free kicks from where the foul was made like what happens from the rest of the pitch.

Also bring back indirect free kicks for the appropriate fouls.

Yes. The rule clearly states that the keeper have to be stepping on the goal line when the player kick the ball

The rule has been in the books for a long time, but now they have the means to penalize quick reactions with bullshit metrics. Unless they implement VAR at the youth level everywhere, they shouldn’t penalize goalies for what has now become muscle memory from years of training.
