I like rugby but I don’t even follow English club rugby

This, I only cared about Six Nations recently. We got the World Cup coming up, tho.

The largest capacity ground in the league has an 11k capacity. Average attendance last season was 2,300.

Are you not allowed to set up your own team and apply to join a league / form your own?

I'm guessing there's not enough general support. I don't see a ton of grassroots sports franchises in the US. The only instance I can think of is my city of Detroit, where we have a football club that's actually now joining a professional (though non-MLS) league. There's other cases, but I think it's almost more the exception than the rule. In general, though, I think a lot of people don't care for sports here unless it's a huge league with lots of marketing, or they follow sports teams associated with an educational institution. It's probably the prevalence of college sports that's really sucked away the ability for grassroots sports organizations to thrive.
