It's the aesthetic. Shoegaze is usually about the sound that is being produced by the instruments, particularly the guitar. The lyrics are essentially backup, they are not the forefront but add a nice touch. That being said, you still have moments where the vocals can be heard clearly. You have songs like To Here Knows When where you can barely understand anything and you are essentially focusing on the layered guitar and underlying melody, while also having songs like Blown a Wish where you can pretty much clearly understand Bilinda. Loveless a dynamic project in that sense because you can get more layered "wall of noise" songs, and also more dreamier less noisy stuff as well.

The voice can be treated as merely another instrument in the composition of music. If you care so much about lyrics, there is always poetry.
