Italy has the same thing, but worse because you don't have the option to just not pay. The fee is included in your electricity bill and you can't get out of paying that or it counts as not paying your full bill, with all the consequences of that.
If you want to avoid paying the tax, you have to make a formal request, wait forever for an official to come to your house at some random day and time, have him verify that you don't have a TV anywhere in your house and then wait forever for the thing to be officially notified to the authorities.

Actual Brit here. You avoid letters like this by filling in a 2m form once, they make it sound official and scary but they hold no legal power. If they show up at your house legally you can call the police and get them escorted off your property.

This is to cover BBC programming (per household) and the majority of young brits don't pay at all as it only covers live tv not recorded/catchup/stream services. The letters scare boomers but everyone else is wise to them.
