Actual Brit here. You avoid letters like this by filling in a 2m form once, they make it sound official and scary but they hold no legal power. If they show up at your house legally you can call the police and get them escorted off your property.

This is to cover BBC programming (per household) and the majority of young brits don't pay at all as it only covers live tv not recorded/catchup/stream services. The letters scare boomers but everyone else is wise to them.

BBC is completely free from advertising. The quality of broadcasting is completely different here from the states. In the US tv is almost unwatchable: there's an ad break every 10 minutes in a 30 minute show, everything seems secondary to showing advertising, there are medical ads EVERYWHERE (illegal here), often channels will intentionally set the actual content to a low volume so when the ad break shows up the ads are louder than everything else...

Only matters if you're watching live TV with it. Just owning a TV isn't a reason to get a license.
