I would imagine simple fines for first time offenders. They would have to be put on a registry to keep track of sock usage and donation. If after first offence, another law is broken, it's off to a rehabilitation center.

That's a good point. Offenders could have their ankles restrained and subjected to daily inspections, to ensure their feet are ready to be reintegrated into society.

During non-summer time, girls should be issued one pair of stuffy shoes that they have to wear for the entire year. Doesnt matter how ragged or filled with sweat marks they get, she's only allowed that one pair for the year
