Oh its easy they tell you if you felt 2 hits rather than one, then it was the other drivers fault, if you felt only one, then its your fault. If you're dumb enough to answer they put it on official record and deny your claim against them.
There is no always. Give me a scenario.

Actually the 2 vs 1 impact question when it's from your insurance is to determine the percent negligence (and therefore monetary responsibility) o the two people behind you.
1 impact means 100% negligence of the guy furthest back.
2 means that the guy in the middle did not break either at all, or properly, and therefore would share negligence for the damages to the front-most vehicle.
