They don't want an incident with any notable amount of fatalities. If enough people show up they will attempt to break them up with riot police tactics but if it doesn't work they really cant stop them. If a small amount of people show up they can dispose of them easily but the bigger the numbers the worse it gets

If a lot of people die it would be a PR disaster and only encourage more chaos. It probably won't end up be anything because its so fucking far off in the middle of nowhere that you simply can't get 500K people out there. If 1% of that happened to show up its a disaster because half will die from the poor conditions and lack of facilities half that will die in a panic from the first gunshots and a few people might get shot.

Funny thing is even in war the vast majority of bullets miss. It turns out even in war people generally aren't too thrilled about killing each other and getting soldiers to turn on citizens is really fucking hard. It probably won't end in mass killing
