They don't want an incident with any notable amount of fatalities. If enough people show up they will attempt to break them up with riot police tactics but if it doesn't work they really cant stop them. If a small amount of people show up they can dispose of them easily but the bigger the numbers the worse it gets
In all likelihood they will finally tell us the truth. Its where they test new military tech like GPS Stealth Bombers and unmanned Drones and theres no fucking aliens.
