A lot of these people are mentally ill or have a very low IQ. Maybe this could work, but the issue is that the families would suffer. These homeless people are important only so far as how their more functioning families feel about them, in my opinion. If you let them die, their familes might be less productive and remorseful
In the case of mental illnesses, like schizophrenia, the main issue is that they have the authority to refuse the medications that would cure their behavioral problem. My dad actually was homeless for a time due to untreated Schizophrenia, and we couldn't get any doctors to "force him to be well". Eventually we figured it out though.
I say before letting them die in the streets, force treatment on them first if they have something curable. Otherwise, if they are lazy or have low IQ, let them die if the families won't spend the effort to save them. If the familes do decide to help them, then offer financial support to them.

Funny enough that this subject occurred on 4chin. I actually went to a park sat down and had a smoke today. A homeless man sat next to me and I asked him whether he wanted one. He didn't. He didn't smoke. I spoke to him and asked him how he came about being homeless. He said that he grew up in a trailer and joined army when he was 16. He fought wars across the globe for the UK for years until he retired. He said he could never make a normal life after what he went through.
