I mean, you can really see though the counter top and the sink, so yeah it's time. How long ago was it installed? If we're talking more than 3 years, just do it to keep maintenance up. I would use the knife though. Get yourself a curved exacto to scrape the old caulk from underneath before you put the new caulk in.
