If you can grow stubble and keep it tidy, even a stubble gotee/chinstrap, it's a good option, you like quite young so you either want to look a little bit older or go for the edgy hot boy look and dress like a boyband member.
On tinder you're competing with guys who are much older than you, i'm 28 and regularly match with 18-21 year olds, about half of my matches every day are under 21. So don't assume your lack of matches means you lack appeal, dating apps are a simplified version of relationships, when I was younger I would have had no matches if tinder was around but I still got laid plenty.

My main point is, go get a decent haircut. You can keep the length on top but get the sides and back done as a short fade, at least a #1.5 and maintain that fucker, any time you go out partying or clubbing, you make sure thst shit isnt overgrown.
Your hair looks way too schookboyish as it is, and that works for some older women, but girls your age will be growing out of that look.
