If deep packet inspection is enabled on your security appliance or software, server side, then yes incognito mode doesn't matter. Literally all incognito mode does is disables addons and doesn't save history.

sounds like youre their IT manager/administrator, not systems...
lowest ive seen (and was paid in cheap area) was 55k for an IT Manager. Median for my area was 80k.
