Some possible rules:
You can only shoot people when their back is turned
Not allowed to spend any caps, must steal or loot.
If a quest requires you to spend money, simply refuse.
(If you don't already have 100 barter) When people offer money as a reward always ask for more, even if you can't pass the barter check.

OP back, doing a few things for the playthrough.
Taking a lot of these rules, except for the spending money for a quest. If I know it's an investment that can at least triple my profit from items/money, then I'll take the quest.
I plan to take every opportunity possible to kill any non-Jewish interest aligned factions, in accordance with (((their))) beliefs. Basically, if I can't point to a fundamental value the leader of the faction has in common with Jewish beliefs, I find the fastest way to eradicate them.
I'm also going to get a follower and have them fight for me while I hide and loot bodies, because obligatory puppeteer/mastermind joke.

Mr. Sandman perk, child at heart, small-calibre handguns or a rife. Have your followers use anything that has a STR req of more than 5. Kill enemies if you have to, but hang back and take potshots while your follower tanks if you can do. Become fast friends with the leaders of factions, then wreck them from the inside/sneak murder them all. As soon as you can take the Long Haul perk, use it to steal every gold bar from the casino. Also every item that isn't nailed down anywhere else. Use the Gun Runners to turn it all to caps.
when you've hit a million caps, 'retire' ingame.
