Some possible rules:

Not allowed to spend any caps, must steal or loot.
If a quest requires you to spend money, simply refuse.
(If you don't already have 100 barter) When people offer money as a reward always ask for more, even if you can't pass the barter check.
in FO1/2 you could actually decide to fuck up the mankind, dunno if being a jew is possible in the new vegas

OP back, doing a few things for the playthrough.
Taking a lot of these rules, except for the spending money for a quest. If I know it's an investment that can at least triple my profit from items/money, then I'll take the quest.
I plan to take every opportunity possible to kill any non-Jewish interest aligned factions, in accordance with (((their))) beliefs. Basically, if I can't point to a fundamental value the leader of the faction has in common with Jewish beliefs, I find the fastest way to eradicate them.
I'm also going to get a follower and have them fight for me while I hide and loot bodies, because obligatory puppeteer/mastermind joke.
Make all your followers do the fighting for you while you stay out of harms way
