Because youre casting it as a racist plan to replace white people when, not only does it list some non white countries, even, as at risk for population decline, they're suggesting it as a solution and preventative measure t total economic collapse.
An aging generation and low birth rate is catastrophic to an economy user, it can destroy countries.
Replacement migration is a viable solution, one that's already happening. But that doesn't mean there's some crazy evil scheme to destroy the white man... First world countries experience greatly slowed birth rates, this is common.. migration is usually the best and only solution because you can't say to a population "eyo, fuck more!"
If they found a way to entice people to have more kids I'll bet you there's a UN report on that, too.
