Couple things.
1. Smallpox, and other disease, infections were never intentional. Unfortunately, the Europeans at the time didn't understand how contagious they were. And don't bring up the blankets. There is no documented evidence that was ever actually done. The only document is a guy clearly and obviously making a fucked up joke.
2. High crime rates on reservations aren't the responsibility of the average American, or the feds. Are they sovereign or not? If they are, then it is solely on them to patrol their own lands.
3. Yeah, the land deals and reservations were dick moves in the past. Not sure what you want done there. It is done now. They kinda can't be unconquered. At this point it wouldn't be right to give the lands back either.
