TF2 isn't even relevant and only comes out on top compared to OW2 is because Valve never even invested any money into it in the first place.

Imagine if Valve released TF3 at the same time that Overwatch 2 releases? OW2 is such hot garbage, but people DO want a class-based FPS. If you could steal the hype of OW2 and divert that to a better game, TF3 would explode.
