I really like him, but he needs a proper boss fight next game. He went from a literal joke character to playable in such short order that he never got the chance to develop moves of his own, so he's largely been using basic Spear (though I guess he gets credit for using it in 3D first), while Dedede and Meta Knight bring more than just Hammer and Sword to the table when playable

Eh, I wouldn't really make that comparison. Given some of the stuff he says when he's not being used by P2 in Waddle Dee Town (most notably how, after explaining how his power scales to Kirby's current copy ability's, he says that he's really glad that he's able to keep up with him), and his song's lyrics, it's clear that he's hung up on being in Kirby's shadow and wants to get stronger than him like Dedede and Meta Knight do, even if he's apparently become far more buddy buddy with him than they ever have.
Luigi, on the other hand, is characterized as often not really caring about being in Mario's shadow because he's his big bro and he loves him anyways.
