Not every random character is random because.
Some of them have history and are either iconic on their own right, they are recognizable worldwide or they were the catalyst of many genres and sub-genres you know and love.

I think it’s based on the amount of fighter spirits each character has. Mario has 3 because of Wedding and Builder while Bowser Jr. has 8 for the koopalings.
