Smogon is a fan made competitive site for pokemon. Every time something remotely good makes itself known (That isn't landerous-t) it gets banned because its community is made up of children and actual retards who refuse to adapt. That's really all you need to know.

It's because it keeps the metagame interesting. If a mon is ridiculously strong then everybody will either use it or use the best counter to it (always its strongest counter which is one mon) so banning outright strong mons lets people use more diverse and interesting teams
