Define rehash. If you have several playable characters people would complain that it's a rehash of the adventure games, but if you have just Sonic it would be the same boring shit we've gotten for the past decade.

Drop the "gotta' go fast" meme. It's RUINED the series. Going fast doesn't work with good platform design, never has and never will. Make a half-decent action-adventure game like the Jak series (specifically Daxter on PSP). These characters have good and unique abilities that any 3D action adventure game could work. Beyond Good and Evil? Psychonauts? Ratchet and Clank? Sly Cooper? Take inspiration from these and see what could work with Sonic and Co.

I made an autistic concept for what I think Sonic Adventure 3 should be.
>Base it VERY LOOSELY around the Metarex arc of Sonic X >Big space adventure with big, open ended hub planets >Each planet has a planet egg that the bad guys want to steal >Only Sonic, Tails, Knuckles, and Shadow are playable >Sonic stages are just like Adventure Sonic, except there's a bigger emphasis on momentum and fluidity, with Utopia as a basis for how fast and smoothly shit should go. He even has his drop-dash instead of a ground pound. >Tails stages are on his plane. Afterburner/Ace Combat style. >Knuckles' stages are combat and exploration heavy. Treasure hunt, but mainly fight off small enemies until he has to fight a big boss. >Shadow stages are a mix of Sonic and Knuckles. Speed platforming, but with more enemies to fight. He has a move-set that lends itself to both. He also serves as the window to Eggman/Rouge's crew and an additional perspective on the story. >The planets, themselves, are big hub worlds that you travel to [Action stages] from. You have the option to travel from stage-to-stage, but this hubworld allows you to practice your abilities in a wide open space. >You have to complete missions and side-quests to face the bosses (kind of like the Just Cause chaos system) >The ship is also a mini-hub where you can interact with the team and form bonds/friendships (semi social-link ish) that unlock new abilities in the style of Sonic Advance 3's team moves. (For Tails, they're upgrade parts for his jet)

If you got Flynn to write a Sonic game it'd just be a slightly less cringe inducing Pontac and Graff. Sonic has bigger issues to deal with than its writing right now.
The rest of your post is fine, but the overworld thing is another concept that could be revisited once the more basic issues with 3D Sonic get ironed out. Any time spent on not fixing them is a waste and will only dilute the final product at this point.

If not, then it sounds like you just want another Sonic Boom game that doesn't play to the series' strengths and is just a generic action game with Sonic and friends in it.

Because it was lazy and rushed. Just because one bad game in the genre exists, doesn't mean it cannot be improved upon like the examples I listed prior. Sonic is a tragedy in not knowing what to do with a series and constantly failing to adhere to an identity.

Sonic and the cast turns into a human due to cross dimensional universe travel. It's going to be part visual novel (in the real world), part platformer. The two worlds intersect and you must stop Dr Eggman from combining the two worlds so he can meet his grandfather and granddaughter again.

First of all, it will be a Nintendo Switch exclusive marketed as the ultimate Sonic game, the pinnacle of the franchise. The only gameplay shown in trailers will be from the first 10 minutes of the game. To activate the game after installing, the player must give their phone number to enter a code from a text or call, the purpose of this being so their phone number along with other collected data can be sold for the studio's profit. When the player starts the game, it's a 3D side-scrolling game that takes all the praised aspects of the side-scrolling Sonic games and puts them into a single game, and refined by the best game designers in the studio. When the player beats the first level, Green Hill Zone, there is a cutscene afterwards where after saving the animals, Sonic and Tails decide to use the Chaos Emeralds they've gathered to transition into females, and they start a lesbian relationship to Dr. Eggman's displeasure. From this point forwards, the use of the game's budget is minimized as much as possible. Models, levels, animations, and gameplay will not be quality checked what-so-ever. Eggman's robot army is ordered to destroy Sonic and Tails for transitioning, and the game goes from a 3D side-scroller to an action game with core gameplay directly lifted (hurriedly) from Devil May Cry 2. Each level is a small arena where the robot enemies rise out of the ground (with no special effects) and use a single attack (that does a lot of damage) on the player over and over, the levels only differing in their low resolution textures and skyboxes, not in shape or design. This continues for the rest of the game with cutscenes that are voice acted by children off the street for cheap after each level, whenever the player gets to a dangerously low amount of health, the game pauses and the player can choose to pay 1$ to refill their health. There are also a wide variety of cosmetic items that can be bought with real life money to dress up your Sonic, 5$ each.

is correct. You have all sorts of textures (kindergarten, lobby, gardens, the Chao themselves, fruits, etc.), but they're all optional via mods and/or codes on SA2ModManager.

Unleashed was meant to be Sonic Adventure 3. It never became that, sadly due to obvious reasons.

Hire the guys from Dimps who were involved with the advance/rush series Keep 2D mechanics from the boost gameplay such as wall jumping and aerial stomp. Restrict 3D gameplay to Special Stages Uekawa is in charge of promotional artwork. Sonic's friends are playable with similar speed but come with their own unique abilities Remove the Classic/Modern split clause Minimal to no voice acting, Zone - transitional cuteness will tell the story itself. Hire the level designers of Mania Anyone with a half wit would know who should compose most of the music.
