No amount of mods will ever fix it becuse the story is extremely weak. It's very generic, none of the characters are memorable, and it’s pretty directionless. Also there is this weird form of sexism in the writing where every evil or crazy character is male and there is only one good man.

Thats why mods that work with non story mission mechanics would make it better. For example owning land in sp and having to develop it would expand the gameplay loop almost twice over just with that one change
