Upgraded a gun early in the game, held on to it for the rest of the game cause I didn't want to waste the upgrade. Still don't know if it even works that way. Game never ever dropped ammo for it again but the sunken cost and my own stubbornness wouldn't let me swap it, so the whole game was a slog.

Sounds like the problem you are having is that you expected to play a different genre. Not sure what you mean by redundant weapons, it had the same weapons as in any shooter like pistol, shotgun, machine gun, rocket launcher, sniper, etc. Enemy variety was on par with other shooters, again nothing groundbreaking, but fairly standard stuff.
Powers were there to spice things up a bit, and it did just that.
Not sure what is wrong with having a weapon upgrade system, or why you think it's out of place just because you can't carry everything with you. Regenerating health is fairly standard too.
You have listed a bunch of things that you can say about literally any shooter. If this is a mess, others are a mess too.

I still found it a pretty enjoyable game really, even aware of its flaws, I don't regret getting it for dirt cheap in a Steam sale. But I didn't enjoy it enough that I wanted to get more with the DLC.

Personally, I fucking loved the game. Could it have been better? Sure, but I went in completely cold last year playing it after my brother in law recommended it and I didn't see the twist coming with Elizabeth at the end. Also liked how it had a bitter sweet ending. Booker ended up being able to raise his daughter and it brought a single man tear to my eye. Probably because I have a two year old little girl myself.
Based, I agree with this opinion perfectly. Got it dirt cheap, It was enjoyable, but I also didn't want more, and skipped the DLCs too.
I enjoyed the first half, thought the second half was a slog (fuck lady comstock), am baffled by the end, am pissed about how much potential was wasted on the cutting room floor due to the games trouble development cycle.
I'm also still mad at that nigger who just spammed story spoilers on the front page of Yea Forums with no title, spoilers, image, or any indication of what they were until you read them, just BOOKER IS COMSTOCK SHE'S YOUR DAUGHTER next to an unrelated image
