Capitalism works because it takes into account that people in general are greedy dicks who only get shit done when given adequate incentive. Communism fails because it assumes people will be happy working for the sake of working. The concept of "you scratch my back, I scratch yours" is what society was built on.

Communism and socialism can work well in small scale communities. So it is possible to have a small group practice it in the elder scrolls universe. It however would not work well for any nation of people similar to humans. Not sure if the beastfolk or mer would be willing to work in such a system.
