It will be a complete injustice if this series is not represented in Smash in one way or the other.
I am not the biggest smash bros fan but I can see the relevancy RE has in Nintendo's history and is probably the biggest japanese gaming IP not yet represented in the game.

I really think a rep is a shoe-in by this point.
Although I do wish that we wouldn't have to confined to just MCs because Nemesis would be fun as fuck to play as. I want a big ass, hard hitting heavy with plenty of super armor and his rocket, basically like how he is in MvC. But I do think Jill would be fun to play as too.

And despite the image I posted, I think a better gimmick would be if they were really light, referencing the survival horror nature of the series, and to compensate, had to rely on powerful, but limited resources, including handgun, shotgun ammo, green herbs, etc.
