Honestly, the traveller.
Why, you may ask?
Easy, the traveller willingly wanted to imbibe such powerful potions, on his own terms, fully taking responsibility. As such, the potion seller in a totally detached and deterministic perspective should have provided the traveller with the requested potions, the effects of the potion on the traveller were SOLELY the traveller's responsibility.
The knight went too far using the R-word, he automaticly lost the argument.

Potion seller obviously. If his potions were that strong who the fuck does he sell them too?
He said he wants only the strongest potions. ONLY. He even emphasizes the word only. No point in suggesting an alternative when someone is clear they want only one thing.
The potion seller if the retard knight really wants to buy dangerous potions despite numerous warnings then you might as well make some money off of him
