Hordes of enemies with that go down realistically is way more fun and just as "hard" as a few enemies that just take an absurd amount of dammage to take down with no since of logic.
This is also why Resident Evil 5 has the best combat of the entire series.

Shoot to stun. Zombies are supposed to waste your ammo, which you don't have much of anyway. The game throws crazy shit at you late game to test how much of your heavy gun ammo you saved.
Late game, in the trophy room, you're expected to break out the grenade launcher and shotgun to deal with two Lickers who ambush you with three other zombies.
Everything else before that, involving normal zombies, you're supposed to either down, stun, or leg it away from. It's called "Survival horror", not COD Zombies ya fuckin' dolt.

I've made it through both RE 7 and RE2 Remake on all normal/hardcore/madhouse difficulties. killing everything by shooting the legs and knifing the face when they are on the ground. (can 1 shot molded with knife if accurate hit on the head), with plenty of ammo left over.

but in the config menu there's pretty much the one big bar that you wanna move to the left to improve performance, and with the specs i had i still was at 80% or 100% out of 200% of the bar

Not necessarily. After a certain threshold of skillful play zombies are likely to ignore headshot damage and simply run in and grab you. Making the most logical tactics in the game counterintuitive to punish the player for doing well.
Resident Evil 4 didn't do this. It had very basic rules that enemies all adhered to. Hit their vulnerable point, score free damage. They worked around this visually, with shields and helmets. Not just deciding after a certain variable threshold is met that a zombie will without warning ignore what you understood as the rules.
Dude, just shoot off a leg and then hack them to death with the knife, while they're writhing stunlocked on the floor. That's "the most logical tactics in the game".
The very concept of zombies ignores what was understood as the rules user. If something changes, you fucking adapt.

That's just your anecdotal evidence user, but the truth is, Birkin has resistance to shotgun shots ranging from like 40% to 80%.
It's true. The better you do the tougher enemies become. But the minimal and maximum difficulty range is capped depending on which difficulty you're playing on. Hardcore is has its range too, but the minimum lies above the max level scaling, so it's effectively the same difficulty no matter how good/bad you're playing.

If anything, the game's adaptive difficulty forces you to stay honest with the intended mechanics.
Shoot the head for a chance for a stagger or even a critical headshot. Yes do that. But even with the adaptive difficulty at "zero" a headshot is not a guarantee to any of those things.
You are challenged to do more than "aim at head and shoot til dead." If they don't get stunned, move out of the way. Their lunge distance is very consistent and if you practice, you are able to dodge every time. Learn the timing and distance and you won't need to shoot a bullet at all to get past a zombie.

I used to get buttblasted by the game too until I stopped going for headshots and started going for legshots instead. Shoot their legs and use your grenades as free zombie/Mr. X escape cards. It takes like 3 bullets max usually to cause a zombie to stagger and it gives you a ton of time to get past them even on hardcore. You can kill almost everything on Assisted/Standard, but you can't play the game on Hardcore with that mindset of wasting everything in your path. Only thing I really find bullshit in this game is that sometimes zombies will flatout ignore a flash or frag grenade if they grab you. Had that happen way too many times during the 4th Survivor/tofu shit.

When you go through as Leon there's no need to board up the windows even on hardcore. When you go through that hallway the second time to go to the door that you need the bolt cutters for to get the C4, the zombies all spill in through the windows, but when you return again for the club door there's only the licker and one zombie that comes in through the window by that door. All you need to do is walk past or deal with the licker, get into the door, pick up the jack + grenade, then get out, and when Mr. X comes charging through toss the grenade at him to get past. It really isn't that hard since it's always that way even on hardcore.

While that's kind of an extreme, assholey example, I actually do something similar when I run a tabletop game. Not as ridiculous, but if there's a big encounter and they're steamrolling everything, I'll have backup encounters or extra phases to a fight, or I'll have enemies only bring out certain abilities when they're doing well. Gotta make it look good, and sometimes players are just too smart and figure out ways to fuck over days of planning in a few minutes.
I think what it should've done was have it based on a point system. Like have the amount of healing, saves, enemies killed, damage taken, ammo used, etc. count towards your final total along with time. That way you could get rewarded for playing in multiple different ways, so someone who wants to speedrun it could speedrun, someone who wants to no damage or kill every enemy could do that, and so on.

Of course, if your players are absolutely streamrolling everything you can pump up the enemy stats to give them a bit of a challenge. The point i was making is that there are clear rules to zombies people logically deduce and the game confirms, like the head being the optimal target for stun chance and damage, until you do "too good" and the game suddenly changes the rules to "headshots do nothing, kneecapping is your best friend now" and doesn't even tell you about it. It feels like bullshit, and it is fucking bullshit.
The correct way to scale up the difficulty would have been to spawn more, faster and more agressive zombies, not suddenly double their health, make them immune to being stunned, and turn off critical hits. The correct way to scale down the difficulty would have been the inverse; less agressive AI, less zombies, more crit chance.
Zombies being bullet spongy is a non-issue when you have a shotgun, lads.
