You can mitigate this by playing hardcore which sets the difficulty no matter what you do, git gud lol.

Hordes of enemies with that go down realistically is way more fun and just as "hard" as a few enemies that just take an absurd amount of dammage to take down with no since of logic.
This is also why Resident Evil 5 has the best combat of the entire series.

if you're actually doing good then the mechanic is completely irrelevant
and the game is still easy on hardcore where that thing doesn't even exist
