I do still enjoy what TF2's become but I think the original premise of RED and BLU being two of several multinationals that control the world would probably have been more interesting, along with keeping the "serious game in a silly setting" deal that the game's core maps have. Obvious satellite-dishes on top of windmills and water towers, 2fort being fake construction companies placed literally right next to eachother with balsa-wood cows propped up outside the fences, all of the mercenaries being flaming stereotypes along with their own personalities. Vanilla TF2 is an absolutely fabulously designed game.

HOW TO FIX THE HEAVY
1. Replace the Heavy's minigun with a railgun or boltgun. This boltgun fires single shots instead of a constant stream of bullets and does a ton of damage per shot, but it has a short range and cannot be scoped or overcharged. The heavy must brace himself to fire it similarly to how he must slow down when revving the minigun.
2. Heavy's movement speed when not bracing for a shot is now permanently increased to how it is with the gloves of running urgently.
3. All variants of the buff banner are stripped from the Soldier and given to the Heavy as secondary weapons (or even as a 4th weapon slot that exists in addition to the secondary weapon slot).
4. Increase base movement speed in exchange for a reduction in base HP.

IMO the "lore" peaked at Loose Canon, it was still a generally silly premise but was still serious when it needed to be. 2009/10 TF2 fleshed things out without jumping the comedic shark like later additions, like Gray Mann being raised by eagles and the robots running on money, or Redmond and Blutarch being obsessed with gravel

I haven't kept up with Classic since they fiddled with the game's internal ID so that Classic players couldn't connect to Vintage servers and vice-versa, and that was about a year, year and a half ago. There is absolutely nothing fun about playing Heavy as he is currently defined in the game. You have no movement, your gun requires 0 skill to use, your class has a skill ceiling that can be hit after a whopping 10 hours of play, and your options for being credit to team are severely hamstrung unless you've got a pocket medic up your ass and a better sniper on your team than what the enemy team's fielding.
Furthermore, Heavy's "role" in the game is essentially to promote endless stalemates and generally slow the game down to a crawl by drawing a line on the map and saying "nobody on the enemy team is allowed to cross this line without being annihilated, better rev up those sniper picks haha." TF2 is already insanely prone to stalemates due to general map design and the existence of level 3 sentries, and Heavy's sole purpose in life is to exacerbate the problem. This isn't even a good thing to want to have in the game in the first place.
Heavy is not fun to play as, he is not fun to play against, his class is braindead and his presence denigrates the game experience for everyone involved.
Heavy's design is fucked from the ground up. Only shitters and brainlets would want to preserve it.

Optimal Pyro is ambushing and crowd-panic, and flamethrower shits enough direct DPS to warrant being in Offense. Tricky aiming on the pill-launcher and his "main" weapon actually being his stickybomb launcher for trap-setting does shift Demoman towards the actual guarding part of Defense, I think, even if he's devastating in actual combat. Scout, Demo and Soldier can all take down a Heavy in seconds if they know what they're doing and going against a Sniper or Spy as Heavy is basically a free kill for them, the only classes that really crumble against a Heavy are Medic and Pyro, and even then a Pyro that catches him off-guard can cut him down easily. The problem is that Pyro simply has no means of getting into and out of flamethrower range to apply this DPS, consistently. No, the backpack does not count, the backpack is shit. In my mind, what characterizes an offense class is not just damage potential, but the ability to move forward to press the attack and take the fight to the enemy team. Scout has his double jumps and base speed. Soldier and Demoman can jump. Whereas Pyro doesn't have either, at least not in the way he needs. He's supposed to be an ambush class but can't get into ambush position consistently and also has the shortest range non-melee weapon in the game. It's just a recipe for disaster IMO.

If you catch a soldier or a demoman in effective minigun range you have 0 excuse for dying to them unless you began the fight with less than 50% HP or if they are actively being healed by a medic.
Scout is the only one of these matchups that is actually a legitimate tossup, in that if he gets close enough to be able to jump over you then your life is about to get very hard as the Heavy. But this only applies in certain situations like the Scout catching you from around a corner while you aren't spun up. And as the Heavy player, you should be revving and prepping to fire when you walk around that corner anyway.

that's absolutely how it works, a Soldier or Demo can back up and strafe to reduce the bullet damage while still lobbing projectiles and making either direct hits or having them land close enough that they still do a fair chunk of damage. If a Heavy revs down to approach them then that gives them a chance to apply more damage while he can't do shit or they can sticky/rocket jump out of the area if they don't want to deal with him. A Soldier/Demo match-up against a Heavy is entirely dependent on whether or not the former can actually aim or if the latter can strafe their shots while still applying pressure

Between his complete lack of interesting options for engaging in combat and his complete lack of interesting options for getting from point A to point B, there is absolutely nothing that actually makes Heavy engaging to play.

The thing about Heavy is that his massive health pool doesn't mean all that much when you consider how easy it is to focus him. If a Soldier jumps in and frags me, I should've been more careful going headfirst into an open area. Fuck, if a Spy stabs me, I know it's my fault for not being aware and checking my back. But if a Sniper insta-headshots me, the fuck could have I done to avoid it? Avoid sightlines? Most maps are wide open and you'll have to pass through their range if you want to get to the objective. Dodge better? I can shimmy all I want, it's not going to stop them from just aiming better and creating a fine red mist. Shoot back? With fucking what? Most projectiles are slow and hitscan will do jack shit at their range. I could try and close the distance, but against a good player, they'll be able to headshot you midair. Even if you do approach them, tough shit, because they're just as potent at close-range than they are from afar, with quickscopes still dealing the same damage. What puts salt in the wound is that most Sniper mains are humorless edgelords, with all-lowercase names and guns named the stupidest shit and decked out shittily.
The only FUCKING choice is just to play as Sniper and attempt to be better at the game than them, but countersniping is its own art. Stealth scoping, quickscoping, whatever the fuck, you'll get a bullet right between your eyes soon enough. Get good? What, and then eventually turn into one of these monsters and ruin the fun for everyone?
That's why I try and shame Snipers whenever I can. Pic related is the perfect middle finger for all of these kiwi cunts. It's just fast enough for them to not be able to dodge them in time, and the afterburn is enough to make them retreat momentarily. It's even better when it's a direct hit and I get to hear my hitsound twice over. Fuck Snipers and fuck New Zealand.
