In one timeline he defeated Jotaro and succeeded at reaching "Heaven", as outlined in his journal. "Heaven" to DIO is not the same thing as "Heaven" is to most people. With his newfound power he evolved The World to become The World Over Heaven, giving himself the title "Heaven Ascension DIO". In addition to punchghost and timestop, The World Over Heaven can rewrite the reality of anything it punches. This overrides all other abilities, including that of Requiem Stands.
When Funny Valentine was hit by Johnny's Super Spin-infused nail bullet, he fled through the multiverse to try and escape the Spin. Eventually, he found himself at Heaven Ascension DIO's footsteps, who erased the Spin and enslaved Valentine as his servant, seeking to depose the Joestars who defeated him in the main reality. Using Valentine as his servant, DIO was able to open rifts through time and space to recruit the villains of the various parts to bring him the pieces of the Holy Corpse, so that he may become truly unstoppable.
