Remember when you were kids and you all talked about what your superpower would be? Some would say "I could fly", or "I could be super strong". Then there was that one kid that would say some bullshit like "yea well my power is you can't use your powers and when I punch you, you die a billion times". Giorno is "that kid"

Most jojo characters could be easily killed by a sniper or some other instantly lethal surprise attack. Bringing a stand out takes a moment and requires suspicion that a threat is present.

The limits of what GER is so vague it is hard to tell. I would imagine if you could just blow up the Earth GER wouldn't just flair up and stop what happened.

In theory, no, since GER is NO: the ability. Whatever you do to him, GER just denies it so it never actually happened, not even time related abilities work since GER can act on its own
