I felt the movie wasn't as solidly written as the others, but goddamn was it the funniest of the bunch. The frequency and the calibur of the jokes is a step above the others, definitely. It's the only one of the series I'd call an overt comedy. The others were more adventure/drama with humor to lighten things up, but I wouldn't call them comedies.

So will 5 follow Buzz or Woody? Did they do this so they wouldn't need Tom Hanks for future titles?

It's got like four different plots that could have made better specials or entire movies.
