I think it's from the book "The Illusion of Life" which was first published in 1981. If not, it's definitely pre-1983 going by the design of Mickey.

The thing is that the Mickey Mouse shorts only emulate the classic artstyle, outside of that it still works like any other cartoon. The keyword here is "frames", Cuphead has a lot of them, and it is not something you can take the easy path with when it comes to animation, it takes a lot of time and effort to make shit look so fluid.
