So, some of us probably have some ideas on who the two missing DLC characters might be. Here are my two cents on who they might be and why I think so:
1°) Doomguy -Sakurai mentioned the series as being the "father" of the FPS genre, that has yet to be represented in Smash. It shows how much respect he has for DOOM already, in the same vein as his depiction of the DQ franchise. -Bethesda mentioning there were "talks" about DOOM and Smash Bros. While it might have been just for "fun", they didn't come out yet to disconfirm Doomguy yet. And with how friendly they are with Nintendo, it doesn't seem impossible. -DOOM Eternal coming on Switch. The three fighters we have at the moment all are getting a new game this year or the next one (Banjo's game has been softly confirmed by the insiders talking about a remake as well as by Cable Guy's new promotional figure).
2°) Porky Minch -It's already well known that Porky doesn't have a spirit in the game, but let's summarize once again why it's really odd. Porky (and his statue) are the only two boss fights from Brawl that are completely absent from the spirit list, when even Duon and Tabuu made it. It's hard to believe that Sakurai "forgot" about him with how much love Earthbound received in Ultimate (three new remixes, Masked Man as the spirit you receive for completing WoL, Mother spirits serving as the "final" spirit fights in WoL, all stages back). If the ASC was supposed to represent him, they would have used the filled capsule and not the empty one, and at least put one of his incarnations as a spirit anyway (be it base Porky, Porky mech from Earthbound or Porky from Mother 3). Also, there are plenty of songs left in Earthbound to add, as well as spirits (in fact, the two main antagonists, Giygas and Porky, are completely absent as well as most of the bosses). -This year is Mother's 30th anniversary. If, by some chance, Nintendo decides to release a Mother 3 game for the West this year, a character might serve as a promotion of some kind. -And, again, Sakurai cares a lot about Mother: he went to Brownies' studios signing the giant Mother 3 board with "Smash De Choppiri". Is it a clue? Maybe, maybe not, but that's still more than what most characters can say.

I also believe there's a likely possibility we are only getting third-party characters, but Porky's total absence is strange. Maybe Sakurai really forgot about him, but that's bizarre.

Don't ask me why or how, but I do a single fact about the last two DLC characters. They are a Bethesda character and a Ubisoft character. Ubisoft's relationship with Nintendo has been rather stable thanks to the Rayman games, and now with the success of Kingdom Battle, they are getting a character into Smash Bros. As for Bethesda, like you said, their relationship with Nintendo has started to get much better then it used to be. But I do have some bad news though, its not Doomguy, or Doomslayer, or Doom anything.
So a Ubisoft rep that isn't Rayman, and a Bethesda rep that isn't Doom related. I am drawing a entire blank, I have no ideas at all. Anybody have any ideas here?

Castlevania wasn’t exactly a super popular smash fan choice but it has gaming legacy and everyone wanted it, it just never had a time to shine with smash speculation due to Konami stuff and most people counting out Konami characters after snake disappeared.
Resident evil is similarly insanely popular but most counted it out due to guns, which we have now seen with joker. Doomslayer too, great legacy gaming series that hasn’t been highly requested simply due to circumstances and how much the fan base thought it was likely at any given time but absolutely everyone would love doom in smash anyway. Not every character has to be a smashboards icon, many aren’t the best choices and many great choices never gained steam in the smash community despite being amazing choices for smash.

Because doom is a shooter and RE isn’t? Doomguy using mostly guns makes sense because that’s 90’s of the gameplay of doom, run and gun. It wouldn’t make sense for an RE rep to use nothing but guns in their moveset because their series doesn’t revolve around shooting people, it revolves around horror and survival. If anything an RE rep should have a minimal amount of gun use over items and techniques that revolve around survival and being scared or something. An RE rep just using guns is uncreative and unoriginal. Sakurai wouldn’t do that, especially in today’s day and age where he goes above and beyond to represent the character’s franchise and gameplay in their moveset for thirdparties.
On top of this, doomguy also has a lot more than just guns to use, like his arm blade, meat hook, crucible, tons of melee potential with all the different glory kills, and much much more.
