Sure, he can say that, but even if the team culls out most of the useless Pokemon, or the ones that haven't been viable in ages, we're still going to assume that of the approximately 200-400 Pokemon that make it, they're going to be balanced?
Unless they go the post-release fighting game rebalancing route, a very clear meta of broken Pokemon are going to show up, or they're going to keep the trend from the last several games going where there are far and away busted Pokemon and who cares if they're so strong they're either straight up banned or thrown into their own class (Mega Rayquaza, whatever the fuck Ultra Sun/Moon did with the Necrozma)

No it would likely be even more unbalanced. Take a look at LGPE. That has 151 mons (not including Meltan and Melmetal) yet the meta is roughly 90% usage rate on melmetal and 87% on Mew. Which is a drastically high number compared to Lando-Ts 47%ish usage rate. Fact is having more mons means there are likely more checks and counters that keep things much more stable and not nearly as centralizing.
Masuda also said the removal of the dex was because they would have too many animations and models to work on if they did. When GF doesn't make animations and models. Creature does.

3 turns is more than enough to get off at least one of those overpowered G-Max attacks. In particular these 3 are really bad since NOTHING is immune to these types. It's like fucking Genesis supernova, and Clangorous Soulblaze but far worse, since they can be used more than once, and again nothing is immune to them.
