Windows 7 with new GPUs

Does anybody here have windows 7 with new GPUS like RTX 2060 or 2070, or Vega 56 or Vega 64.
I am asking this because I recently got a vega 64 and certain games flat out don't work on their current drivers and windows 7.(C&C Generals as an example)
Other games have utilization issues and have trouble providing stable framerates or even delivering 60 fps in Witcher 1 for example.
Or underutilization and unstable FPS in Quantum break.

So I really wish to know if it's my PC, AMD drivers, or all new GPUS in general that have these issues.

So anybody who has windows 7 with RTX gpus or vega, please tell me how is your perfromance in Witcher 1, do you get stable above 100 fps?
If you have windows 10, the same question applies to you, do you get stable FPS on a vega in witcher 1?

I know this isn't exactly video games, but this is very important information for me, and /g/ is being real unhelpful in this subject, so please if anybody has info on this, please share.

Run DDU first, you should always use it when swapping gpus.

Had this issue when I switched out my 280x for an R9 Fury, worked for me.

Just saiyan Skylake CPUs (Intel i7/i5 6xxx) were the last to support Win7 and Win8, anything above that is Win10 only.
