its intentional, the game needs to refresh to prevent issues if you want to start a new game

>now I alt tab out the game and close it with task manager every time to not have this happen again

It was literally just a random crash to desktop that Paradox was too lazy to fix, so they just slapped an auto-restart script on top of it and called it a new feature.

Can a /g/entooman explain why the fuck closing programs is so hard? I understand why the network-heavy applications stutter and struggle to close by how the fuck do locally run applications not just close within two seconds?

Probably fucked up memory management and event handling.
Exit happens, program frees some memory, some dangling event triggers and tries writing freed memory.
