Why make a shooter when the west is already making twenty of them per year? It's a dead market to try to do with as low budget as Japan has. Japan already has Splatoon too and that's immensely popular. Why need another one?

RE4 is what so many western shooters copy though
SAO Fatal Bullet is great, just suffers from lack of variation in content (enemies and areas mostly) and Kirito.
Generally speaking, japs hate first person and twin stick movement. Which is why most jap-made shooters target a western audience.

Lost Planet 1/2 were great shooters, unfortunately they couldn't keep up with the cover shooter competition at the time.
