$100 million is a pretty reasonable budget for a modern AAA game if it includes marketing and everything. Development budgets alone are typically $70-$100 million and with marketing the total budget can be up to double that in some cases.
Also none of the cast are particularly big Hollywood actors, they're best known for tv shows. Mads is probably the biggest of the lot and he still acts in more low budget stuff than Hollywood shit.
