This is why you see a slow decline of qualiyt in Japanese culture (JPOP killed by KPOP, Japanese cinema dead, etc). The standard is pretty high since they have the high quailty infrastructure but they just don't have enough money now to make it as quality as before.
Japan really wasn't that interesting before WW2, it was highly barbaric and uncultured, the modernization reform after WW2 then the massive influx of cash made them highly advanced, which is slowly fading away but still apparent
