The influx of infinite cash allowed them to develop the infrastructure and technique for making good games.

This is why you see a slow decline of qualiyt in Japanese culture (JPOP killed by KPOP, Japanese cinema dead, etc). The standard is pretty high since they have the high quailty infrastructure but they just don't have enough money now to make it as quality as before.

Japan really wasn't that interesting before WW2, it was highly barbaric and uncultured, the modernization reform after WW2 then the massive influx of cash made them highly advanced, which is slowly fading away but still apparent

No it wasn't. Westerners have long made inferior games to the Japanese. While Japan was creating legendary games, franchises and hardware in the 80's and 90's, the West was churning about shitty movie licensed games, educational games and rip-offs of established Japanese games.

The West was out of the game for so long because it was getting thoroughly dominated by the Japanese industry.

Western video games were more aimed at niche audiences such as tabletop RPG players or PC gamers which were Niche in the 80's and 90's.

Japanese games had a lot more all ages and mass market appeal and thats why they became more widespread and more cherished, not to mention the Western market never really bothered to make a console to compete with Nintendo or Sega after Atari's fuck ups.

Its not fair to discount all the non console western classics due to a bunch of LJN movie tie in games that came out during that time just because Japan focused on the mass market appeal of consoles.
