Nothing about this quote has ever made sense to me. Solid Snake is pretty emotive across the series, especially MGS1. Even if we assume what Kojima was trying to get at is "Snake was a tool created by science" even that doesn't hold up, since the whole point of MGS1's ending (and his entire existence with Philanthropy) was Snake carving out his own path. Even MGS4 comments on this.
