No, the full game was always there and all dlc that takes place parallel to the main game released
they only canceled the non canon alt timeline bonus round dlc, all the initial planned dlc all released as intended during 2017 and 2018, and the prequel DLC in 2019 released too.

you can also direct your AI partners to perform an ability with the arrow buttons, but yeah, holding the O button turns on the "attacking AI" that performs actions for you.
Then you get the ability to dodge and teleport by pressing X occasionally.
