It kinda makes sense, since if you want a silencer to actually "silence" the gun you would need to use subsonic ammo, which has a lower velocity and thus would do less damage.

moddern suppressors/silencers don't slow the velocity down
but back in the day the original ones did, hence the video game logic
if you want to be quieter then yes subsonic+suppressor is your best combo
