There are some f*males in almost-high tier pubs (from 1k rating to 200) but none of them have ever had any kind of success in any tournament above tier 2 teams, as far as I'm aware.
It should be noted that the highest tier of play involves more than raw mech skill, so the fact that they may not have found a proper team enviroment COULD be a factor (but I doubt it)
I assume that's the case too, the "average"user doesn't improve by definition

Girl gamers play supports, find a white knight and get carried hard as fuck.
Watch any high level stack stream, the girl is the worst member 95% of the time and spends all game wandering around warding and doing whatever the carry tells her over voice chat.
Dont get me wrong, that's the right thing to do in that situation and they're being a credit to the team by playing within their competency, but it does not let you get an accurate idea of their ability.
