It will revive the San Andreas feeling of turf wars. You will play as three characters, but contrary to GTA V in this one each would have an unique mechanic.
The first one is the godfather of a crime syndicate, a mafia group just like in the movies. There may be a twist in the end where he dies and you play as his son instead who succeeds him. This character's gimmick is turf wars itself. You will dispute territory with other mafia groups, fight police raids, manage shady business, protect local business and among other activities.
The second character is a corrupt police officer. He will meet the other character at the beginning and become entangled in helping the mafia tackle a common enemy. His gimmick is being a police officer. You can patrol the city and hunt for criminals. Successfully doing your job will earn you experience towards your police officer career, thus earning you promotions that give you new vehicles, new outfits, new spawning points (for agencies you join such as FBI or CIA), more weapons and so on.
The third character is a restaurant owner. His business is undergoing crisis and some other mafia group eventually closes it down, so he gets involved with the other mafia group from the first character. His gimmick is managing his own restaurant. By progressing through the game you will be able to have an entire chain of restaurants around the city, purchase furniture for each one and so on. Could also have a cooking minigame for the beginning.

I'm not an expert but I feel like 1980s Vice City (RL Miami) is "Cartels and Drug trade is ascendant" while 1990s Vice City (RL Miami) is "Government is ascendant, cartels and drugs are splintering into dozens of competing factions". So you could play a Pablo Escobar type who has witnessed his hegemony broken and now you're starting off from the ground up among young punks with no respect and no grace or decency (Imagine playing Dawayne Forge and having to deal with Playbox Xs everywhere). That should've been the original Vice City considering it's 1986, a good five years into the Reagan Administration, and the law was clamping down hard on drug traffickers like Tommy. VC should have been set in the late 70s/early 80s for Tommy to have gotten so careless with his business.
1980s SA would literally be the Little Haiti/Havana over the state considering it was during this period that street gangs got huge thanks to crack cocaine. Also the Mexican cartel was getting more powerful in the region as the government was coming after the Colombians.
