Honestly, if R* continues the trend where the HD universe is separate from the PS2 universe, then I can see them making GTA VI set in Vice City just so the trinity can be complete before moving onto new cities and environments.
Will probably be in another 7 or 8 years since they just announced casting calls for possible Bully 2 roles.
